Allowed to Create Custom Labels Permission
Allowed to create custom labels is an app permission that allows making a one-time label on the app with limited formatting capabilities.
When this permission is turned on, the Create Custom Labels button will appear under Quick Labels on the app dashboard, and Create Custom Labels will appear in the app navigation menu.
User type permissions can be changed by Portal Administrators under the Users tab in the portal. See How to Update Permissions.
